The waffling of times and the major players are in a huddle. The whole scenario needs to be stripped of its barnacles and the troops made ready for reconnoitering actions.
The plans that have been afoot are just that afoot. And the need and the assessments are quite different but they also don’t hold enough value to march forward with what they have.
