Poofness correctly relayed the delay of the RV due to several countries not ready for the Basil program --- and therefore will be left out of the RV. It will be a distribution within countries with an honorable gold back banking system.

The programs deliveries are required to provide the backing behind the Dinar RV. Dinars shall be cashed out in Gold Backed Dollars.
Rothchilds have surrendered to the Dragons and there worldwide banking system is converting over. (and that pleasantly surprised me!)

The RV was delayed in activating because each country had to be determined if they were Basil Compliant. Some were not!
